The judge ruled the King County Sheriff's Office willfully withheld information in Christopher Harris' case. Finding the county guilty of intentional misconduct and acting reprehensibly, the judge ordered the county to pay the family $300,000.

The civilian oversight committee will report directly to the King County Council. It cannot investigate excessive force complaints, but it can raise the alarm with the public if a case lacks thoroughness or objectivity.
